Atlanta, Buford & Acworth zoning.

Zoning controls what you can build and what can be built next to you. In the Atlanta Metro the rules differ by city and county — and can change block by block.

Critical: Buford (Gwinnett County), Acworth (Cobb County), and the City of Atlanta all operate under different zoning systems. A property on one side of a county line can have completely different rules than the property across the street. Always confirm jurisdiction first.

How do I look up zoning for a specific address?+
Atlanta/Fulton: gis.atlantaga.gov/propinfo. Gwinnett/Buford: gwinnettcounty.com GIS portal. Cobb/Acworth: cobbgis.org. Or call Jenai and she will pull it for you.
Can I build an ADU in Buford or Acworth?+
ADUs in Gwinnett County/Buford vary by district — confirm with Gwinnett County Planning. In Cobb County/Acworth, ADUs require specific approval and are not permitted in all residential districts. Always confirm with the specific municipality.
Does R-5 (duplexes) apply in Buford or Acworth?+
No. R-5 is specific to the City of Atlanta zoning code. Buford/Gwinnett use a different numbering system (R-75, R-100, etc.). Acworth/Cobb use their own codes. Always check the specific municipality’s ordinance.

Atlanta NPUs Explained

Neighborhood Planning Units.

NPUs are Atlanta’s 25 citizen advisory councils. Every zoning variance, rezoning, and development proposal goes through an NPU vote before it reaches the city. Less than 1% of Atlanta residents attend — meaning your voice carries significant weight when you show up.

Find out when your NPU meets before you close. That vacant lot across the street? The NPU sees the development application months before the BZA does. Pay attention and you’ll know what’s coming in your neighborhood long before anyone else does.

NPUs do NOT apply in Buford or Acworth. Both have their own planning commission processes through county boards — different structure, same principle: showing up changes outcomes.

Are NPU votes binding?+
No — advisory, not binding. But strong NPU opposition frequently leads to project modifications or denials at the city level. Developers take NPU votes seriously even though they are not legally required to comply.
